In 2002, Walker Square was proposed as a by-right development in the Transition Zone district created in 1999, containing seven residential buildings and one commercial building with 5,000 square feet of commercial space. The plan reportedly met all but three of the transition zone guidelines.[1] On May 14, 2002, the Planning Commission rejected a motion to approve the site plan due to a traffic gate arm at the entrance to 7th Street.[1] The site plan was approved on June 11, 2002 after the gate arm was removed.[2]

The development provided 100 fewer parking spaces than would be required in any other zoning district, utilizing a parking reduction allowed in the TZ zone ordinance.[2]

The old Glass and Plastics building at 631 Dice Street was demolished as part of the development.[2]
