Thomas M. Batchelor, Jr. was Albemarle County Executive from November 1, 1966 to September 1, 1975. [1] In 1974, he became the subject of an investigation and was found guilty of malfeasance by Circuit Court Judge Harold J. Purcell but was not removed from office because "no corrupt or dishonest act [was] charged." [2]
Batchelor survived an vote by Supervisor Gerald Fisher to fire him on a 5-1 vote. He quit in the summer of 1975. Initially he was to have received $18,000 in severance pay but the amount was reduced to $5,000 after public outcry. Later that year, three of the supervisors who supported him lost their campaigns for reelection. [3]
He published an article in Public Management in May 1974 that discussed growth management.
