Albro was born in New York, New York. He graduated from Cornell University in 1969 and the University of Virginia School of Law in 1972.  Areas of Experience include medical malpractice, legal malpractice, personal injury litigation, defamation, and First Amendment cases.
In August 1978, Councilor Albro requested information as to whether Charlottesville could generate additional revenue by switching to biennial assessments. City Assessor Thomas W. Branham issued a report that the city would actually lose money.
