In 1999, Hawkins was the Republican nominee for the Scottsville seat on the Board that was vacated by his first cousin, Forrest Marshall, Jr[1]. Hawkins was defeated by Lindsay Dorrier (D) in the November election. A long-time resident of Crozet, Hawkins moved to the Mill Creek neighborhood in 1997[2].

The County Republican party nominated Hawkins at their caucus on May 8, 1999[3].

He was first elected sheriff in 1987.
