Usage
Use this to create citations for meeting minutes from the Albemarle County School Board.

Parameters
remember these are case sensitive:
- Required
- url and
- when, The date of the meeting, required whichever archive you are referencing.
- optionally takes, and will appear in this order following the link:
- accessdate (shows as "retrieved").
