Don't agree with merge

I don't agree that this should be merged with Regional Transportation Authority because that was an idea that evolved during the discussion in 2008 about how the legislation to create the Regional Transit Authority should be written. That bill (HB2158) passed, allowing for a RTA to be formed. The other bill to allow for a sales tax referendum did not pass, and it was during that discussion that the idea of funding other transportation improvements came up, a la the NOVA and HR transportation authorities.
