I asked this question of the city in February and got a response. Posting it here because I don't want to cite email, and I also want to come back to this later. Answers in bold:

1. Was the incident within the scope of the East High Streetscape project funded by VDOT’s Smart Scale project? I believe it is but I wanted to confirm. No, this incident was NOT within the VDOT project.

2. Are there any provisions in that project to place utility lines underground as part of the streetscape?

Yes, they are undergrounding most of the utilities.

3. What is the status of the project? The last update on the official website is from October 2019. The project is currently in the RW phase.

4. East High was one of three streetscape projects funded in 2016 by the Commonwealth Transportation Board. Another is Fontaine Avenue. What is the status on that project? That website says construction is to occur in the Fall of 2022.

Both projects ran into RW issues that are being worked out.
