I recall a presentation by Stacy Pethia to the City Council, Council responded with lengthy discussion and additional landlord performance caveats – unable to verify as June 19, 2017 due to Video Archive buffer issues. (Maybe I am missing something, but I'm unable to identify landlord's incentive for participating in this program.) 23:25, 7 October 2019 (EDT)
