  • Nonprofit application for local government funding: This item authorizes $500,000 (30% of the Equity Fund) to a start-up nonprofit, New Hill Development Corporation. New Hill is to conduct financial training programs and draft a small area plan for Charlottesville’s Starr Hill neighborhood, including the former historical community of Vinegar Hill, towards building Charlottesville’s African-American middle class. The donation agreement requires New Hill to provide three-and six-month updates to the city council. If New Hill does not provide the council with the small area plan and evidence of the financial training program within nine months, the nonprofit will return the funds to the city.

Interim Bicycle & E-Scooter Sharing System Permit Program Regulations

20181222e-scooter rotunda.png Agenda item No. 6 - Resolution - Issues: Dockless bikes and scooters, Transportation Title:Interim Bicycle & E-Scooter Sharing System (aka “Dockless Mobility”) Permit Program Regulations This item would create a pilot program to test dockless bike share in Charlottesville and a permitting process for permanent operations. Dockless bike share involves using an app to unlock bikes-for-rent and then leaving them anywhere when done. This regulation would include creation of parking corrals in certain areas throughout the commercial district (such as the Corner, West Main Street and the Downtown Mall). Permit holders will be required to implement a marketing and targeted community outreach plan to provide these services and promote the safe use of bicycle sharing and e-scooter sharing, particularly among low-income communities. If approved, the program will begin on November 13, 2018 and run for about eight months up to the fall of 2019.
