According to the Commonwealth of Virginia State Corporation Commission (SCC) [1], the New Hill Development Corporation was formed on April 2, 2018. Listed as “Director” in the original Articles of Incorporation are eight (8) founding members: Quinton Harrell, Yolunda Harrell, Wesley Bellamy, Melvin Burruss, Paul C. Harris, Jr., John Kluge, Hunter Smith, Glenn Rust; Secretary, P.J. Harris.

On November 5, 2018, at the regular Monday city council meeting, the New Hill Development Corp., a new nonprofit dedicated to building Charlottesville’s African-American middle class, received $500,000 from the City Council. New Hill plans to work with two national organizations, Operation HOPE and the Local Initiatives Support Corp., to create the financial training program and the small area plan, respectively.
