Born on October 14, 1917, in Richmond, Virginia to Roscoe S. Adams, Sr. and Mabel McShane Adams, Adams junior grew up in Charlottesville and attended the University of Virginia. He served as a First Lieutenant in the U. S. Army during World War II. He was a banker, starting at the Peoples National Bank in Charlottesville.
