Roscoe Summers Adams, Sr. (1895-1981), was a member of the Charlottesville City Council and the Charlottesville School Board. [1] He was mayor in 1948. [2]

Adams and Gus K. Tebell were the winner in the 1946 election for City Council. [3] Adams opted not to run for re-election in 1950. [4]

In June 1948, Adams voted for James E. Bowen to become acting city manager. [5]
