The law of January 29, 1811 created the Rivanna River Company and authorized it to improve navigation "from the town of Columbia, in the county of Fluvanna, to the town of Milton, in the county of Albemarle." (Acts of the General Assembly, 1807 session, 42-45). The tolls for navigating the improved river: "for every boat passing up or down, fully loaded...one dollar and seventy-five cents; for every boat having on board three-fourths of a load, one dollar and thirty three cents…and all board having on board less than an half load, or empty, fifty cents ($33.28 in 2019 dollars) each."

Commissioners

Appointed commissioners: "Nimrod Branham (sic), Dabney Carr, John Watson, David Poindexter, John Timberlake, jun. James Currin, John B. Magruder and Samuel Ferguson" (Acts of the General Assembly, 1807 session, 42-45).
