Richard Carter is an attorney with the firm Zunka, Milnor, Carter & Inigo and a member of the Albemarle County Service Authority. He was appointed to the board by Supervisor Dennis Rooker.
Biography
Carter was born on March 17, 1946 in Franklin, Virginia. He attended the University of Richmond and received a B.A. in English in 1968 and a law degree from the school in 1971. Carter then moved to Charlottesville that year to begin practicing law[2].
