The Meadowcreek Parkway Interchange is an element of the city's portion of the Meadowcreek Parkway. It replaces the current intersection of McIntire Road and Route 250 and will connect both to the Parkway using a diamond signalized interchange.

The current cost estimate of the project is $32.5 million, though the project could increase in cost. The majority of funding comes from an appropriation of federal funds announced in 2005. This came from an earmark from former Senator John Warner (R-VA). Other funds come from the City's match as well as VDOT revenue sharing. This project is being managed by Charlottesville under the First Cities initiative, with technical support provided by VDOT.

Grade separation

There is an agreement among the city, county, and VDOT that the interchange must be grade-separated[1]. Some members of the community are alarmed that the north-south pedestrian and bike trails will have to cross the on-ramps leading to U.S. 250 at-grade[1].

History

  • February 18, 2003 - City Council hears report from NDS Director Jim Tolbert regarding an RFP that was being issued to study possible intersection designs for where the Meadowcreek Parkway would meet the Route 250 Bypass[2].
  • July 2007 - Council votes 4-1 in July 2007 to approve project's fit with the city's comprehensive plan[citation needed].
  • February 19, 2008 - Neighborhood Development staff asks Council to spend $1 million to match a VDOT revenue sharing plan. This would be put aside to pay for pedestrian and improvements, above and beyond the money from the federal government.
  • March 18, 2008 - Steering committee overseeing the interchange designed votes 5-1-1 to select Alternative C1 as its preferred alternative[3].
  • June 4, 2008 - City Council selected a modified version of Alternative G1[4].
  • October 29, 2009 - Design public hearing
  • November 16, 2009 - Council presented with design
  • December 7, 2009 - Council approved design on 3-2 vote and authorizes City Manager Gary O'Connell to proceed with MOA

In design and environmental review stage. The project is currently undergoing the Section 106 process with a variety of federal and state agencies including the Department of Historic Resources and the Army Corps of Engineers. City Council will make a final decision on the interchange in late 2009[5]. A memorandum of agreement (MOA) listing specific actions has not yet been signed by the federal Advisory Council on Historic Preservation (ACHP) and the Virginia Department of Historic Resources (VDHR). VDHR has agreed with the recommendations made by ACHP. A final draft MOA which incorporates feedback from the ACHP and the VHDR is in development[6].
