The Local Energy Alliance Program (LEAP) will coordinate energy audits on homes in Charlottesville and Albemarle County to find out if energy usage could be reduced. LEAP would then make loans to the homeowners to help them cover the cost of energy-saving improvements.

The organization is co-located with the Thomas Jefferson Planning District Commission.
