The Local Energy Alliance Program (LEAP) will coordinate energy audits on homes in Charlottesville and Albemarle County to find out if energy usage could be reduced. LEAP would then make loans to the homeowners to help them cover the cost of energy-saving improvements.

Funding

In summer 2009, Charlottesville and Albemarle County were awarded a $500,000 grant from the Southeast Energy Efficiency Alliance (SEEA) to launch a the new service. The Blue Moon Fund has given an additional $100,000.
