Biography

Lowry moved to the area in 1970 after getting his BA from the College of William & Mary in 1969.

Currently retired, Lowry was last employed as an Investment Counselor with Old Dominion Capital Management from 2007-2008. Prior to that he worked for Wachovia Securities and its predecessors from 1976-2007. He was among those who opened the Charlottesville Office of Wheat First, Securities, on the new downtown Mall in May 1976. That summer he played as a 14th Virginia Regiment of Fifes and Drums member for the Queen of England and the President of the US at Monticello for the US bicentennial. In the late 1980s he served the County on the Airport Board, was Chair, and during this time the new airport was built. By the late 1990s he began serving the county on what is now the Economic Development Authority.[1]

2009 Election

Ambox notice.png This section documents a current election. Information may change rapidly as the event progresses.

In his 2009 campaign announcement, Lowry said he is running to provide "better government" in Albemarle County. He said he has been preparing for this run for three years, and has learned a lot about how to accomplish his goal.

"There are many issues that face the county," Lowry said. "Affordable housing, keeping good government employees, the water issue, the safety of our citizens." Lowry said his campaign would focus on quality of life, education and transportation. He said if elected, he would work to preserve the county’s green spaces, and would investigate ways to raise more money for transportation.

"We need to have a reasonable means to get around the county. We need to have better roads, new extensions, we need new connectors, we need parallel roads and to finance these, we need to have the monies available," Lowry said. He said that the state is not doing enough to maintain existing roads. "Either the state needs to reassume its fiscal responsibility, or they need to give to the counties the ability to raise money to fund our projects[2]."
