James R. Butler is a former member of the Albemarle County Board of Supervisors who served in the early 1980's.[1] He was the board's first African-American member. During his tenure he pushed for higher teacher pay and for the establishment of the Charlottesville Albemarle Technical Education Center (CATEC). Baker-Butler Elementary School is partially named for him. [2]
