Herbert A. Stecker, ca. 1917 (aged 38)

Hubert A. Stecker (1878-1960) served as Charlottesville’s city manager from January 15, 1917 until October 1918 when he resigned to enter the army service.

A graduate in civil engineering from the University of Wisconsin, Stecker was 38 years of age when he succeeded A. V. Conway who had been serving as business manager of Charlottesville. The city council set Stecker's annual salary at $2,000. [1]

Before joining Charlottesville, Mr. Stecker’s previous experience included two years as City Engineer of Farmville, Prince Edward County, Virginia. He had also been engaged in development of suburban property, and in the railroad construction and served as quarter master corps in the Spanish-American War (April 21, 1898 – December 10, 1898).

City Manager duties

The combined position of City Manager/Engineer was provided for Charlottesville by ordinance in 1913. All the duties of an executive or administrative character, previously performed by mayoral committees, were to be discharged exclusively by the City Manager - the committees acting in an advisory capacity. [2]

Adjusted for inflation, $2,000.00 in 1917 is equal to $44,305.86 in 2020. On May 13, 2019, new Charlottesville City Manager Tarron Richardson's starting salary, not including benefits was $205,000.[3]

In June 1917, Stecker wrote to city residents through the Daily Progress and notified then trash service would be increased to twice a week. [4]

Scholastic education

He received a degree in civil engineering from the University of Wisconsin.

Military career

Lt. Col. Hubert Stecker served with the quarter master corps in the Spanish-American War, World War I and World War II. During WWI, is duties in the army were somewhat analogous to the work as a city manager; he was commissioned captain in the quartermaster corps and placed in charge of streets, building, and grounds at Camp Logan, Texas.

Family life

Hubert Albert Stecker was born on August 13, 1878 in Sheboygan, Wisconsin. He was married to Katherine V. (Burns) Stecker (1880-1965). The couple had four children, including a daughter named Virginia.

Later life, death

After retirement in 1944, he made his home in San Mateo, San Mateo County, California. Hubert died on December 18, 1960 in San Francisco, California.
