Hubert A. Stecker
Hubert A. Stecker 1878-1960) was appointed as city manager of Charlottesville, succeeding A. V. Conway, in January, 1917, at an annual salary of $2,000. Stecker was 38 years of age, and a graduate in civil engineering from the University of Wisconsin.

City Manager
The position of City Manager and Engineer was provided for Charlottesville by ordinance in 1913. All the duties of an executive or administrative character which has been performed by several council committees under ordinance in force before the creation of the office of city manager were now required to be discharged exclusively by the City Manager, the committees acting in an advisory capacity. [2]
Before joining Charlottesville, Mr. Stecker’s previous experience included two years as City Engineer of Farmville, VA and two years as City Engineer of the same city. He had also been engaged in development of suburban property, and in the railroad construction.
In June 1917, Stecker wrote to city residents through the Daily Progress and notified then trash service would be increased to twice a week. [3]

Later life, death
After retirement in 1944, he made his home in San Mateo, San Mateo County, California. Hubert died on December 18, 1960 in San Francisco, California. Hubert Albert Stecker was born on August 13, 1878 in Sheboygan, Wisconsin.
Military career
Lt. Col. Hubert Stecker served with the quarter master corps in the Spanish-American War, World War I, and World War II.
Memberships
Stecker was a member of the Farmville, VA lodge no. 41, A.F. & A.M.
