Hubert A. Stecker 1878-1960) was appointed as city manager of Charlottesville, succeeding A. V. Conway, in January, 1917, at an annual salary of $2,000. Stecker was 38 years of age, and a graduate in civil engineering from the University of Wisconsin.

Adjusted for inflation, $2,000.00 in 1917 is equal to $44,305.86 in 2020. On May 13, 2019, new Charlottesville City Manager Tarron Richardson's starting salary was $205,000, not including benefits. [1]
