Democrat Elizabeth "Bitsy" Waters served as Mayor of Charlottesville from 1988 to 1990. She has also been a member of the Charlottesville Tree Commission. [1]

Achievements

Waters claims to be the first Mayor to deliver a presentation to the University of Virginia Board of Visitors[2].
