The Eco-Logical Pilot Project - Free Bridge Congestion Relief is a project of the Thomas Jefferson Planning District Commission and the Metropolitan Planning Organization. The goal is to relieve congestion on U.S. 250 at Free Bridge, a site where an average of 53,000 vehicles a day pass.
