Pullen came to Charlottesville in October 1989 from a similar position in Greenwich, Connecticut. He also served as executive director of a housing authority in Hopewell, Virginia. Two months after arriving in Charlottesville he was charged with firing a warning shot to disperse a crowd of four people.

Earl B. Pullen served for eight years as the executive director of the Charlottesville Redevelopment and Housing Authority before leaving the position in the spring of 1998. [1] He was the first independent director. Prior to this, the Charlottesville City Manager served in the role.

Pullen came to Charlottesville in October 1989 from a similar position in Greenwich, Connecticut. He also served as executive director of a housing authority in Hopewell, Virginia. Two months after arriving in Charlottesville he was charged with firing a warning shot to disperse a crowd of four people.

Pullen had submitted his resignation in 1996 but the CRHA board did not accept it. Two years later they declined to renew his contract. City Councilor Maurice Cox said he and others felt the need for more dynamic leadership. [2]
