Albemarle County and Charlottesville are two independent bodies under Virginia's constitution.

After the 2015 election, the Albemarle Board of Supervisors and the City Council were almost entirely controlled by members of the Democratic party or independents. As such, the two groups held a meeting on March 1, 2016 at the Lewis & Clark Exploratory Center. They agreed to adopt several memorandums of understanding calling for greater cooperation on transportation, education, affordable housing and redevelopment. [1]
