The Citizens Committee to Study Council Changes was created in the early 1980's to evaluate and advise the Charlottesville City Council on possible changes to the structure of the local municipal government.

Timeline
November 17, 1980: The committee presented its recommendations to the City Council that the composition of the Council be enlarged to seven members (four ward representatives and three at-large representatives.)[2]
