The Citizens Committee for City-County Cooperation was founded in 1980 to campaign for an innovative way to prevent further annexation of Albemarle County by the Charlottesville[1]. The group reformulated at the end of the 1990's, and has been involved in several issues related to City-County relations.

The group has most recently been involved in stimulating a conversation on the idea of creating a Transfer of Development Rights (TDR) system in Albemarle County.[2].

The 5Cs was founded by Leigh Middleditch, Jr., an attorney at McGuireWoods.
