The Citizens Committee for City-County Cooperation (the 5Cs) was founded in 1980 to campaign for an innovative way to prevent further annexation of Albemarle County by Charlottesville[1].

The group reformulated at the end of the 1990s and has been involved in issues related to City-County relations including Fire-Rescue consolidation.

In 2008 the 5Cs were involved in stimulating a conversation on the idea of creating a Transfer of Development Rights system in the county.[2].
