The two-year term of the Charlottesville City Council (1930-1932) ran from September 1, 1930 to August 31, 1933. Holdover members of the council (referred to as "Commissioners") elected to serve four-year terms in the 1928 election were: Jury Y. Brown, Fred L. Watson and E. A. Joachim. Elected to serve four-year terms in the 1930 election were: W. Dan Haden and F. W. Twyman.

City Manager was H. A. Yancey and Secretary H. A. Haden

Budget

  • Charlottesville’s fiscal year began September 1, 1930 and ended August 31, 1931.

The budget was adopted on September 2, 1930. It estimated the city income at $601,110.16 and distribution at $560,657.00

1930 election

Dr. W. Dan Haden and Fred W. Twyman, candidates of the City Democratic Committee, on June 10, 1930 defeated S. F. Hamm and Evelyn Shaw, Independent, for membership on the city council. Dr. W. Dan Haden and Fred W. Twyman, candidates of the City Democratic Committee, defeated S. F. Hamm and Miss Evelyn Shaw, Independent, for membership of the city commission. Mr. Twyman lead the ticket with 677, Dr. Haden polling second with 633, while Mr. Hamm and Miss Shaw poled 439 and 217 voters respectively. Mr. Twyman succeeded himself, reoccupying the seat which he had held since creating of the commission plan. This was Dr. Haden’s first public office. He succeeded Mr. Morris who declined renomination. The new commission took office September 1, 1930. The total ballots probably being about half of that which was cast in the gubernatorial election of fall 1929. The three other members of the commission whose terms did not expire this year were Jury Y. Brown, E. A. Joachim and Fred L. Watson.
