Weber was born in Baltimore, Maryland, in 1946. He served twenty-seven years as a navy pilot before entering the University of Virginia School of Law in 1995. As a pilot, he logged over 4100 flight hours, 950 carrier landings and flew 133 combat missions in Viet Nam.  He opened up his practice in 1998 after being admitted to the Virginia State Bar and has since represented over 1,500 clients.
