Individuals who were once appointed mayor on Charlottesville City Council.

Beginning in 1922, Charlottesville eliminated the popularly elected mayor's office and instituted a commission form of government composed of a three-member popularly-elected city council. Elected by and from the council, a president of the council served as mayor of the City. In 1928, the City Charter was once again changed with the adoption of the current five-member council-manager form of government. Of Virginia's 38 cities, only Richmond does not have a council-manager form of government.
