Board of Architectural Review
The Charlottesville Board of Architectural Review (BAR) is a nine-member citizen board appointed by City Council that is responsible for protecting individually designated historic properties and properties within Architectural Design Control districts and Historic Conservation Districts within the city.
The BAR reviews changes to the exterior of designated properties in architectural design control districts. Their review includes new building construction, alterations, building additions, and demolitions. Some minor changes to the exterior of a property, such as paint color and signs, may be reviewed administratively by city staff.
The BAR generally meets on the third Tuesday of each month at 5 p.m. in the City Council Chambers of City Hall.
City Council can overturn board decisions and did so in early May 2016 when they overturned a BAR ruling that denied a Venable neighborhood home from being expanded into a multifamily unit. [1]
Purpose
Charlottesville’s Board of Architectural Review (BAR) is responsible for reviewing applications for certificates of appropriateness in the City’s architectural design control districts. The BAR addresses both preservation and design issues (exterior renovations, additions, new construction and demolitions). The BAR also acts in an advisory role to City Council, and city departments, boards and commissions. They recommend new historic surveys and districts, and are responsible for updating the preservation plan and design guidelines. [2]
The BAR also votes on requests to demolish structures in ADC districts, such as their denial in late 1990 to demolish 800 Delevan Street. Council is the body to which appeals are made and in that case, Council upheld the denial. [3]
Membership
At least two (2) members of the BAR shall be licensed architects; one (1), a member of the city’s planning commission; two (2), owners of a business or commercial property in a design control district; one (1), an owner of residential property or a resident in a design control district; one(1), either a landscape architect or a licensed professional contractor; and two (2) shall be historians or have substantial background in history or historic preservation.
