Albert Clatterbuck

Albert Clatterbuck and other homeless men were involved in a protracted legal battle with the city over the panhandling ordinance. In 2015, a settlement was reached in the panhandler case. City Council has approved about $125,000 for what’s known as the “Clatterbuck decision”. Attorney Jeff Fogel, who represented the homeless plaintiffs, says the judge in the case ruled that the city misrepresented to its constituency what it was doing.[1]
