This page is an overview of the 2022 local elections held in the Charlottesville Metropolitan Statistical Area (MSA), which includes the City of Charlottesville, Albemarle County, Fluvanna County, Greene County, Nelson County and the incorporated town of Scottsville. Charlottesville is the MSA's principal city.

Elections held on November 8, 2022

Legislation signed by the Governor went into effect on July 1, 2022 mandating that city and town elections move from May to November: SB 1157, passed Virginia General Assembly (2021) and signed into law by Gov. Ralph Northam went into effect on July 1, 2022. The law shifted all municipal elections to November for city and town councils and school boards previously holding elections in May, beginning with elections held after January 1, 2022. The bill stated no leaders term should be shortened by the change, and that a current official will remain in office until November; cities and towns currently holding elections in May shall provide for the transition of elections and terms of mayors, council members and school board members with terms set to expire on June 30 may continue in office until their successors are elected and qualified.

5th Congressional District

All 435 U.S. House districts, including the 5th Congressional District of Virginia, are holding elections in 2022. Virginia comprises 11 congressional districts. The general election is scheduled on November 8, 2022. The primary is scheduled for June 21, 2022. The filing deadline is April 7, 2022.

Republican competition

Incumbent Bob Good of Campbell County easily won over Dan Moy of Charlottesville in the Fifth District Republican convention in Farmville on May 21, 2022. Good became the nominee for a second time after receiving 85 percent of the 1,303 votes cast. [1]

Republican Kimberly Lowe had also announced she will challenge Good, but the campaign never materialized. [2]

Democratic nominees

The race began with several Democrats in the race but only one qualified to be on the June 21, 2021 primary ballot. Joshua Throneburg of Charlottesville will face Good

Both Andy Parker and Warren McClellan failed to make the ballot. [3]

Other Democrats who also announced to seek their party's nomination are Shadi Ayyas and Lewis Combs. Combs dropped out of the race when the new shape of the Fifth District was approved by the Virginia Supreme Court in late 2021. [4]

Background

As per the Constitution, the U.S. House of Representatives makes and passes federal laws. The House is one of Congress’s two chambers (the other is the U.S. Senate), and part of the federal government’s legislative branch. Virginia has two senators in the United States Senate and 11 representatives in the United States House of Representatives. The number of voting representatives in the House is fixed by law at no more than 435, proportionally representing the population of the 50 states. Members of the House of Representatives serve two-year terms and are considered for reelection every even year.

Redistricting / Boundary changes

Virginia was apportioned 11 seats in the U.S. House of Representatives after the 2020 census, the same number it received after the 2010 census. In December 2021, the Supreme Court of Virginia issued an order setting General Assembly and congressional maps for the next decade. Albemarle County and Charlottesville are largely unaffected by the redraw and will remain in the 5th District. [5] The new boundaries include localities — like Lynchburg and Amelia, Goochland, Louisa, Powhatan and Nottoway counties. Localities no longer part of the 5th District: The counties of Brunswick, Fauquier, Franklin, Greene, Henry, Madison and Rappahannock.

A very small portion of Albemarle County remains within the 7th Congressional District with less than 150 households. Only eight people voted in the June 21, 2022 primary at a cost of over $5,000 to Albemarle County. [6]
