On May 5, 1998 Charlottesville held elections for two seats on the City Council.

David Toscano (D) incumbent 2,589 57.55
J. Blake Caravati (D) 2,345 52.13
Michael Crafaik (R) 1,679 37.32
James King (I) 1,539 34.21


Voters could cast two votes, one for each of the two seats available, hence the percentages do not total 100%. [1]
