- May 1 – the Reverend Alvin Edwards was chosen at the City of Charlottesville 1990 election to fill one of two open seats on the City Council.
- November 1 – The 1990 City Council elected one of their own members, Reverend Alvin Edwards, for the two year term as Mayor.
- November 19 – The current Charlottesville City Code was adopted.
- November – The Commonwealth Transportation Board approved the general alignment for the now defunct project known as the Western Bypass.
