  • May 6 – Virginia General Assembly enacted a law that allowed slaveholders to manumit their slaves by his or her last will and testament. The law also mandates that anyone manumitting their slaves shall provide support for those over or under a certain age and that slaves pay the taxes and levies required by the state. Prior to the act, masters desiring to free their slaves needed a special act of Assembly. The 1790 federal census listed Albemarle’s population, with Charlottesville as its county seat, as 12,585, including 6,835 white and 5,750 black.
