Better way to cite Albemarle County minutes?

I am going through the October 1, 2003 minutes of the Albemarle County Board of Supervisors. I want to try to make it easier for people to get right to the source. The minutes can be quite long, and I'd like to be able to tell people what item to look for in the minutes. I seem to remember there may be have been a template for this. For today, I'm just going to use this cite web:

I'm thinking it might be good to put the item number in the title rather than the full title for the reference. I can put in "work" the actual date and the rest. I'm going to experiment with this for the little bit. --Seantubbs (talk) 11:35, 1 October 2022 (EDT)
