The Quality Community Council was a non-profit organization established in 1999 in the wake of a shooting incident in one of Charlottesville's low-income neighborhoods. The QCC offered programs and services designed to elevate the conversation about how to fix problems in the city's challenged areas. [1]
The executive director was Karen Waters.
One of their creations, the Urban Agriculture Collective of Charlottesville, is still in existence, but is now under the Cultivate Charlottesville umbrella. [3]
