Mattie Dudley was a Charlottesville resident, who, in 1982, Had her Medicaid benefits suspended because she transferred a pre-paid funeral plan worth $1200 but Governor Chuck Robb later waived penalties in what was a landmark decision.[1] Dudley is depicted in Frances Brand's "Firsts" collection.
