Jury Yates Brown (February 7, 1866 – March 20, 1942) was a Charlottesville businessman and municipal official who served under two successive forms of city government. First elected in 1922 under the Modified Commission Form of government, he later served as commissioner and mayor during the transition to the Council–Manager form. In 1928, he became the first council-selected mayor under Charlottesville’s current municipal structure.
Biography
Early life
Jury Yates Brown was born on February 7, 1866, in Rappahannock County, Virginia, the son of Enoch Lawrence Brown and Elizabeth Jury Yates Brown. He entered the milling business early in his career.
Career
Brown operated a milling establishment in Luray, Page County, for several years. He later moved to Charlottesville, where he entered into a partnership with his brother, Gilbert M. Brown, and C. W. Browning in the Browning Milling Company, formerly Brown, Graves & Company.
Civic service
A member of the Democratic Party, Brown was nominated by a citywide committee of forty-five citizens as one of three commissioners under the newly adopted Modified Commission Form of government. He was elected in the June 1922 election.
Brown served on Charlottesville’s governing body from 1922 to 1928, spanning both the three-member Modified Commission system and the later five-member Council–Manager form. He served as commissioner and mayor during this transitional period. In 1928, he was selected by the newly constituted city council to serve as the first council-appointed mayor under the current form of government.[1]
Memberships
Brown was a Mason and a member of Widow’s Sons’ Lodge No. 60, A. F. and A. M. He was also a Knight Templar and a charter member of the Charlottesville Rotary Club.
Personal life
In 1897, Brown married Julia McPherson Adams of Luray, Virginia. They had five children.
Death
Brown died on March 20, 1942, at his home at 409 Ridge Street in Charlottesville following an extended illness. He was buried at Monticello Memorial Park with Masonic rites.
