David J. Toscano is a Democratic politician and lawyer.[1] A former member of the Virginia House of Delegates (Democratic Party), representing District 57 from 2006 to 2020, Toscano served as (Democratic Party) House minority leader. He did not seek re-election in 2019.

Toscano served on the City Council from 1990 to 2002 and as mayor from 1994 to 1996. In November 2005, he was elected to the Virginia House of Delegates, replacing Mitchell Van Yahres.[2]

He was unanimously elected to be the House Minority Leader by House Democrats in November 2011. He replaced Ward Armstrong, who lost his re-election bid that year. [3]

On November 16, 2018, Toscano announced he would resign from his leadership post as House Minority Leader by the end of the 2019 legislative session, which at that time was projected to adjourn on March 10, 2019.[4] On February 24, 2019 the Virginia General Assembly adjourned sine die from the 2019 Regular Session.

During a speech on the House floor on Saturday February 23, 2019, Toscano announced he would not seek an eighth term in the Virginia House of Delegates.[5]

As of April 2019, Toscano had run in 7 races for public office, winning 7 of them and raised a total of $2,467,009 in elections.[6]

Notable appearances

  • April 2007 – Toscano appeared at a one-day conference on affordable housing and said one solution is an increase in subsidization of the cost of housing and that a market rate solution would not be enough. [7]
