He had formerly served as the architect and associate vice provost of Stanford University before moving to Charlottesville in 2003.
Neuman received his bachelor's degree from Notre Dame, a bachelors of architecture from the University of Michigan, a master of arts in American Studies from Bowling Green University, and a Ph.D. in urban planning from the University of California-Los Angeles.
