Cville Plans Together
Cville Plans Together is the name of an initiative coordinated by Rhodeside & Harwell to update Charlottesville's affordable housing plan, Comprehensive Plan, and zoning code.
The Affordable Housing Plan was adopted on March 1, 2021.
The updated Comprehensive Plan was adopted on November 15, 2021.
Council adopted the new zoning code on December 18, 2023 after weeks of their own review following the Planning Commission's recommendation for adoption. [1] [2] [3] A public hearing is scheduled before City Council on December 5, 2023.

Background
The Charlottesville Planning Commission began an update of the city's Comprehensive Plan in 2017 but momentum stalled in the summer of 2018 when there was a disagreement on the level of additional building intensity that should be called for in the Future Land Use Map.
In February 2019, Council voted to authorize nearly $1 million in funding to hire a consultant to craft an affordable housing plan, finalize the Comprehensive Plan, and rewrite the zoning code. [4]
Rhodeside & Harwell were the sole firm to respond to a request for proposals issued by the City of Charlottesville on June 24, 2019. [citation needed]
