In October 1996, the Thomas Jefferson Planning District Commission published a document that estimated the residential development potential for the District. Funded in part by the Virginia Environmental Endowment, the Build-Out Analysis determined the number of housing units allowed by 1996 zoning laws: Albemarle County could have a total of 122,662 housing units and Charlottesville could have a total of 19,397. This creates an estimated a total potential population of 189,636 for Albemarle and 46,607 for Charlottesville.[1].
The build-out population of Albemarle County (assuming 2.6 residents in each residential unit) was estimated to total 321,502 (131,866 in the county’s designated Growth Areas, and 189,636 in Rural Areas); the current[when?] size is about 95,000. For Charlottesville the build-out population (assuming 2.4 residents in each unit) was estimated to be 46,607; it is currently about 40,000.
