Events

The population of Charlottesville city, Virginia in 2021 was 45,672, 5.1% up from the 43,467 who lived there in 2010. For comparison, the US population grew 7.3% and Virginia's population grew 7.7% during that period.[1]

January

  • January 1Albemarle County entered into a partnership with Local Energy Alliance Program and Albemarle Housing Improvement Program where the county would fund $250,000 in retrofits for existing county homes to increase energy efficiency. This is a program that came out of Albemarle's Climate Action Plan. [2]
  • January 5 – 6 p.m., the Charlottesville Redevelopment and Housing Authority’s safety committee meeting to discuss finalizing a policy to govern its use of surveillance cameras before sending it out for public comment. The CRHA safety committee has held several meetings since Dre’Shawn Rayvon McDonald was killed last November.
  • January 7 – Charlottesville Deputy City Manager Letitia Shelton announces her resignation [3]
  • January 7 – This week, Blue Ridge Health District (BRHD) began vaccinating Phase 1A eligible frontline healthcare workers at a new COVID-19 vaccination clinic in what is a wide tent-like shelter installed at the former Kmart parking lot.[4]
  • January 11Juandiego Wade announces campaign for Charlottesville City Council [5] [6] [7]
  • January 13Covid-19: Effective this Wednesday, the The University of Virginia Health System once again restricted visitors and guests at the hospital, or at clinic appointments, due to rising COVID cases.[8] In the early weeks of the pandemic, the medical center implemented a similar restriction, which was relaxed as conditions improved.
  • January 14City Council issued an announcement that John Blair, Acting City Manager and City Attorney, will be leaving the City of Charlottesville effective March 5, 2021 having accepted a position as City Attorney in the City of Staunton. Chip Boyles has agreed to join the organization as City Manager. Council anticipates "launching a public search process for hiring a City Manager, likely in 2022."
  • January 14 – at 18:02 hours, Charlottesville Police Department officers responded to a motor vehicle crash with entrapment in the 800 block of the U.S. 250 Bypass near the Locust Avenue interchange.[9]
  • January 18Covid-19: Beginning this Monday, the Blue Ridge Health District will expand vaccination to “Phase 1b” priority groups at closed “point of dispensing” (POD) COVID-19 vaccination clinics. Phase 1b is the second group eligible to receive the vaccine. Additional PODs for Phase 1a are scheduled to continue vaccinating Phase 1a individuals while opening to vaccinate Phase 1b. [10] 
  • January 11 – As part of the City's deer culling program, bulk baiting is planned to start on this Monday, with culling operations conducted in February and March. The goal is to remove up to 125 deer annually and avoid shooting Charlottesville's albino/white deer. The operation will take place in City of Charlottesville parks during nighttime hours.
  • January 19 – City Council meeting included December 2020 sale numbers. The city is forecasting operating with a budget roughly $10M less than when it was adopted. The city is operating on a $191.2 million budget for fiscal 2021, which started July 1, 2020.
  • January 20Albemarle Board of Supervisors fails to approve rezoning for Breezy Hill neighborhood [11]
  • January 21 – BRHD shares update on COVID-19 vaccination plans, vaccine shortage, and distribution to Phase 1A and 1B. At this point, the demand for vaccines in BRHD District far exceeds the current supply. BRHD will receive 2,950 doses of COVID-19 vaccinations every week for the next four weeks.[12]
  • January 26University of Virginia Foundation unveils new name for North Fork - A UVa Discovery Park [13]
  • January 27 – this date set for 2021 Point-in-Time (PIT) count, with a backup date of January 28. Due to the COVID-19 pandemic and consideration of safety and workload concerns, HUD has allowed communities to make changes in the execution of both the sheltered and unsheltered January 2021 Point-in-Time (PIT) count.[14]

February

  • February 1 – Deer culling to begin and continue during March. Since first implemented in 2018, the deer culling program has removed an average of 92 deer annually.
  • February 1 – Albemarle Architectural Review Board reviews preliminary plan for Rio Hill Shopping Center renovations [15]
  • February 9 – Students and community members gathered at O’Hill field this Tuesday afternoon and marched to the steps of the Rotunda as part of a demonstration organized by U.Va. Beyond Policing to demand justice for 18-year-old Charlottesville resident Xzavier Hill and for the release of dashcam footage of his death. An estimated 100 people attended the march.[16]
  • February 12John Blair, will finishes his final day as acting city manager on this Friday.[17][18] Blair will be leaving the City of Charlottesville effective March 5, 2021 having accepted a position as City Attorney in the City of Staunton. [19]  
  • February 12 – Deadline to apply for Charlottesville Police Civilian Review Board is on this Friday at 5 p.m. Charlottesville City Council reviews applications on a quarterly basis, unless a deadline is posted otherwise and/or Council determines a vacancy needs to be filled sooner.[20]
  • February 15 – on this Monday, Chip Boyles will become the next city manager.[21]Boyles’ appointment is not permanent; by 2022, a more formal search would be conducted for a more permanent City Manager. [22]
  • February 16Louisa County Board of Supervisors approved a revision of the zoning ordinance to add several growth overlay districts. Construction in these areas are subject to the architectural design review. [23]
  • February 17Albemarle Board of Supervisors approves rezoning for Premiere Apartments [24]
  • February 19 – last day for Charlottesville Deputy City Manager Letitia Shelton who announces her resignation on January 7.[25]
  • February 26 – Pedestrian injured by vehicle during Black Lives Matter 757 protest occupying City intersection at 10th and West Main Street.[26]
  • February 26 – A grand jury unanimously ruled that Virginia State Police were justified in using lethal force against 18-year-old Charlottesville resident Xzavier Hill following a high-speed chase on Interstate 64 that ended in Goochland County, Va. in the early morning hours of January 9th.[27]
  • February 27 – Charlottesville Police and Fire personnel responded to the 100 block of 4th Street SE for the report of a suspicious device.[28]

March

  • March 3 – Howard Hanna Real Estate Services, headquarters in Pittsburgh, PA, announced this Wednesday that the company has entered a partnership with Roy Wheeler Realty. The Roy Wheeler offices will now operate as Howard Hanna Roy Wheeler Realty.[29]
  • March 5 – Acting city attorney John Blair leaving the City of Charlottesville, having accepted a position as city attorney in the City of Staunton.[30]
  • March 5 – Deadline to apply for City of Charlottesville Boards & Commissions. [31]Charlottesville City Council reviews applications on a quarterly basis. Current openings: (26).
  • March 5 – UVA President Jim Ryan announced $10 million endowment to pay for scholarships for students who transfer from Piedmont Virginia Community College. [32]
  • March 8 – just after midnight, over a dozen shots were fired in the 700 block of Prospect Avenue. Multiple shell casings were found at the scene. No one was injured.[33]
  • March 12 – Officers responded to the 900 block of Nassau Street for a report of 8-10 shots fired. A car of unknown make/model was heard leaving the area at a high rate of speed. No one was injured.[34]
  • March 13 – At 7:00 a.m., Charlottesville Police Officers responded to a disorder with shots fired in the 800 block of Hardy Drive. A randomly fired bullet traveled two blocks and struck a house in the 800 block of Anderson Street. The bullet narrowly missed a child asleep in their bed.[35]
  • March 14 – Start of Sunshine Week, ends on March 20. This event occurs each year in mid-March, coinciding with James Madison's birthday and National Freedom of Information Day on March 16th. Established in March 2005.

  • March 17 – DMV scheduled hearing on whether Tesla Inc. can obtain a dealer license for new stores in Virginia. Electric automobile maker Tesla is seeking an eligibility determination to be both a manufacturer and a dealer of franchises in Norfolk, Arlington, and Charlottesville.[36]
  • March 26 – An Albemarle County schools committee recommending keeping the name Virginia L. Murray Elementary School [37]
  • March 26 – 10:45 p.m., Charlottesville Police officers responded to the area of Friendship Court Apartments for multiple shots fired. A vehicle of unknown make and model was reportedly seen fleeing the area at a high rate of speed. Multiple rifle and bullet casings were found at the scene. Additionally, two occupied apartment buildings and three vehicles were struck by bullets. No injuries were reported.[38]
  • March 27 – at 12:23 a.m., CPD officers also responded to the 900 block of South 1st Street (CRHA) for shots fired. Multiple bullet casings were found at the scene. No injuries were reported.[39]
  • March 27 – at 12:25 a.m., CPD officers heard multiple gun shots being fired in the area of Barracks Road Shopping Center. This was followed by numerous calls from area residents reporting the same. No injuries were reported.[40]

April

  • April 1 – CPD Debuts new user-friendly processes for submitting complaints. A fillable PDF-version of the Citizen Complaint Form has been added to the website, allowing users to submit their complaint directly to the Office of Professional Standards’ Internal Affairs Unit. [41]
  • April 2 – 10:48 p.m. (Friday): Charlottesville Police Officers responded to the Double Horseshoe Saloon, 1522 East High Street, for a large physical fight involving as many as 20 patrons. Officers found an unconscious male in the parking lot, along with several other patrons with minor injuries.[42]
  • April 2 – 11:17 p.m. (Friday): Officers responded to the 800 block of Hardy Drive (Westhaven Apartments) for multiple calls of shots fired. High powered rifle cartridge casings were discovered at the scene and a vehicle was struck during the gunfire. No injuries were reported.[43]
  • April 4 – 8:45 p.m. (Sunday): Officers responded to the 100 block of Hammond Street for a male who was shot. The male was transported to UVA hospital for treatment where he remains in stable condition. The male was attending a cookout at a residence on Hammond Street when he was struck by random gunfire. A vehicle was also hit, killing a dog. Three males were reported running from the scene and were last observed in the 200 block of Cleveland Avenue. Multiple cartridge casings were collected as evidence. No additional injuries were reported.[44]
  • April 5 – 1:00 a.m. (Monday): Officers responded to the 800 block of Hardy Drive (Westhaven Apartments) for multiple calls of shots fired. Witnesses reported a single shooter exited the driver’s side of a vehicle and began firing in the direction of the playground. The shooter is described as a black male, wearing a white and blue hat. Multiple cartridge casings were found at the scene. No injuries were reported.[45]
  • April 5 – The CPD issued a notice regarding a large volume of calls over the Easter weekend involving a violent fight and numerous shots fired incidents: In one of those incidents, stray bullets sent a resident to the hospital and killed a dog in a vehicle. In addition to the major events over the weekend, CPD responded to 3 additional shots fired calls, 3 stolen vehicles, 29 disorders, and numerous mental health related calls, to include two Emergency Custody Orders (ECO) that resulted in officers remaining at the hospital for more than 30 hours. Officers are required by law to stay with a person subject to an ECO for long hours until bed space was available.[47]
  • April 13 – at 10:33 p.m., CPD responded to reports of shots fired in the 700 block of Prospect Avenue. Upon arrival, officers located a male with a gunshot wound to the chest. The victim was transported to UVA Hospital and is currently listed in stable condition.[48]
  • April 13 – Charlottesville City Council adopts $192.2 million budget for fiscal year 2022. [49]
  • April 15 – 9:03:36 p.m. (Thursday): Report of Shots Fired at block of Garnett Street / 1st Street S. [50]
  • April 1557th District Delegate Sally Hudson (D) launched a new nonprofit to push for ranked-choice voting in Virginia. It is called Ranked Choice Virginia. So far, Virginia Republican voters have embraced the concept and will be using ranked-choice ballots in their convention coming up.[51]
  • April 29 – at 2142 hours, Charlottesville Police officers responded for an armed robbery at a convenience store in the 800 block of Avon Street.[52] 
  • April 30 – at 12:12 a.m. Charlottesville Police Officers responded to the 1900 block of Swanson Drive for gun shots and a female screaming for help. The female was uninjured, and evidence recovered from the scene.[53]
  • April 30 – at 10:20 p.m., officers responded to the 800 block of Hardy Drive for reports of heavy gunfire. Gun shots continued to be fired as numerous calls came into the Emergency Communications Center. CPD Officers discovered approximately 50 handgun and rifle casings on the scene. Multiple apartments and 4 vehicles in the Westhaven community were struck by gunfire. Additionally, bullets struck an apartment at the Standard on West Main Street, narrowly missing a person sitting in their bedroom.[53]

May

  • May 1 – at 1:22 a.m., officers responded to the 100 block of Longwood Drive for gun shots. Officers discovered multiple handgun and rifle casings on the scene. Two townhomes were struck by the gunfire. A white sedan of unknown make and model was observed in the area just prior to the gunfire. No injuries were reported.[53]
  • May 1 – at 9:00 AM, officers respond to the 500 block of 12th Street NW for the report of gunshots into a residence. A bullet that traveled through a window was recovered inside the residence. No injuries were reported.[53]
  • May 3Lisa Robertson appointed as Charlottesville City Attorney [54]
  • May 4 – at 11:35 p.m., Charlottesville Police Officers heard gunshots in the area of the 700 block of Prospect Avenue and immediately responded. The firing continued, resulting in multiple calls into the Emergency Communications Center (911).[55]
  • May 6 – at approximately 12:07 a.m., Charlottesville Police Department officers responded for the report of shots fired in the 800 block of Hardy Drive. Upon their arrival, officers located approximately 12 bullet casings at the scene. No injuries or damage to property were reported.[56] The incident is the 103rd report of shots fired that city officers have responded to this year, police department spokesman Tyler Hawn said.[57]
  • May 28 – at approximately 12:07 a.m. (Friday), officers of the Charlottesville Police Department responded to reports of heavy gunfire in the 100 block of Elliewood Avenue. Officers and forensic personnel recovered one of the weapons and processed approximately 40 shell casings from the scene. Remarkably, no injuries were reported. ).[58]
