  • April 6Sherman White of the NAACP appears before City Council to state that the Lucky Seven Store on Grady Avenue was a public nuisance because it was open 24 hours a day. [3]
  • April 8 – Charlottesville School Board Chair Joseph Mooney presents a Future Needs Study to City Council at a work session. One idea was to "pair" the two middle schools by separating them into one for 5th and 6th grade and the other for 7th and 8th grade. Councilor Elisha G. Hall questioned whether 5th graders were mature enough to be taken from elementary schools. Mooney responded that's why they would only be in a school with 6th graders. [4]
